The following, which was advanced to third reading from the March 3,

     "An Act making appropriations for the operating and capital                                                                
     expenses of the state's integrated comprehensive mental health                                                             
     program; and providing for an effective date."                                                                             
                                                                                                                                
Representative Cissna moved and asked unanimous consent that                                                                    
CSHB 312(FIN) be returned to second reading for the specific purpose                                                            
of considering Amendment No. 2.  There being no objection, it was so
